Creation process?.... I just extract the seto san image, and put it with the fish logo background that taken from seto DVD, and i re-draw the logo using photoshop to make it more clean and bigger. The sakura petals and and the "ningyo" text taken from seto manga. Just extract all of it, put it together, and... become my wallpaper. Easy isn't it?
